Strategic Cooperation: GREEM was Invited to Co-Found ASEAN-China Collaborative Innovation Demonstration Base for Emerging Industries

From November 27 to 28, 2025, the 2025 ASEAN-China GBA Economic Cooperation (Qianhai) Forum, themed “Intelligent Connectivity·Industrial Synergy,” was successfully held at the Shenzhen. Focused on deepening regional collaboration, the forum promoted practical cooperation between the Greater Bay Area and ASEAN countries in emerging sectors such as the digital economy, AI, and green energy, building a high-level platform for industrial upgrading and resource sharing.

Over 1,000 participants attended in person, including Shi Zhongjun, Secretary-General of the ASEAN-China Center; H.E. Lim Lork Piseth, Secretary of State of Cambodia’s Ministry of Commerce; H.E. Dato’s Norman Muhamad, Ambassador of Malaysia to China; Lei Zhen, Counselor of the Department of Asian Affairs at the Ministry of Foreign Affairs; Wang Shourui, Member of the Standing Committee of the Shenzhen Municipal Party Committee and head of the Qianhai Authority; Li Qingquan, Academician of the Chinese Academy of Engineering and Party Committee Secretary of Shenzhen University; officials from ASEAN embassies and consulates in Laos, Myanmar, the Philippines, Singapore, Thailand, and Vietnam; and representatives from government agencies, business associations, think tanks, and enterprises across China and ASEAN.

As a key highlight of the forum, several major cooperation platforms and achievements were unveiled, including the official launch of the ASEAN-China Collaborative Innovation Demonstration Base for Emerging Industries. Li Qingquan, Li Hongmei (Vice President of China Foreign Affairs University), Zhang Zhenxiang (Second-Class Inspector, Department of Industry and Information Technology of Guangdong Province), Wang Lizong (National CPPCC member and Chairman of the Guangdong High-Tech Industry Chamber), Liu Xiaoshi (GREEM Director), and Xu Feng (Assistant General Manager, CPIC) attended the launching ceremony.

The demonstration base was initiated by the Industrial Cooperation Base of the Network of ASEAN-China Think-Tanks (NACT), an official track-II diplomacy mechanism established under China-ASEAN leaders’ guidance. It was launched to implement the ASEAN-China Comprehensive Strategic Partnership Plan and aims to build a cross-regional platform for innovation and industrial policy coordination, integrating technology application demonstrations, standard alignment, policy dialogue, and science and technology cooperation. At the launch ceremony, the PECC-Singapore, ASEAN Science and Technology Innovation Base, South, and GREEM signed on-site as the first co-construction partners. Going forward, these initial bases will focus on key tasks—including cross-regional tech demonstrations, standard alignment, policy coordination, and industrial S&T collaboration—to build a solid foundation for China-ASEAN emerging industry development.

After the launch ceremony, Liu Xiaoshi delivered a keynote speech titled “China-ASEAN Cooperation in the Age of AI: New Synergistic Paths from the Perspective of the Electric Vehicle Sector.” Drawing on recent progress in China-ASEAN EV cooperation and the trend of AI-driven industrial transformation, the speech analyzed the core potential for bilateral industrial synergy and proposed practical ways to expand cooperation scope and deepen impact, receiving broad attention and recognition from the audience.

Being invited as one of the first co-construction partners of the demonstration base marks a significant milestone in GREEM’s deep engagement in China-ASEAN industrial cooperation. Going forward, GREEM will leverage its platform resources to gather stakeholders in advancing the alignment of emerging industry standards and the coordination of regulations and policies between China and ASEAN. It will also support the efficient implementation and scaling of high-quality emerging technologies from the GBA and other regions in China across ASEAN markets, promoting deeper integration of innovation, industrial, and supply chains between the two sides, and strengthening industrial collaboration for the China-ASEAN Community with a Shared Future.
