Leveraging the EV World international exhibition platform, it aims to help Chinese new energy vehicle and future mobility companies fully connect with the UAE industrial ecosystem and achieve a leap from "product going global" to "system going global."
01.The Middle East mobility market is accelerating its transformation, opening a strategic window of opportunity for Chinese companies.
Currently, the UAE is promoting deep green transformation in the transport sector through legislation. By 2050, half of all passenger vehicles will be shift to new energy forms, and the entire bus fleet will be new energy. By 2030, more than 70,000 charging facilities will be built nationwide. As the core authority responsible for Dubai's transport sector, RTA integrates rule-making, route approval, and industry promotion. It is accelerating the electrification of public transport, the commercialization of intelligent driving, and the construction of charging infrastructure, opening up broad opportunities for China-UAE cooperation in the new energy industry.
02.Official Endorsement: Direct Access to Core Middle East Decision-Makers
This Cooperation Week is officially and strategically supported by the Dubai Roads and Transport Authority (RTA). As the core authority responsible for Dubai's transport sector, RTA lends the event a high level of official standing and resource coordination capability. Its functions cover the entire chain of rule-making, route approval, and procurement execution, and it oversees the management of all categories of the transport system, including metro, taxis, buses, water transport, and low-altitude transport.
03.Real-World Scenarios: Connecting with Middle East Market Demand
Six active scenarios are highly compatible with Chinese companies:
Scenario One: Electric Bus Fleet
[Procurement Underway, Chinese Suppliers Preferred]
RTA has completed the largest electric bus procurement in UAE history, signing contracts for 735 buses, including 40 Zhongtong electric buses, which are currently being delivered for use on Dubai city routes. RTA's goals are: to achieve a 10% electrification rate for buses by 2030, 20% by 2035, and full electrification by mid-century. The current tender cycle has opened the door for Chinese vehicle manufacturers.
Scenario Two:Autonomous Driving Ecosystem
[Pilots Already Launched, Urgent Need for Suppliers]
RTA has launched the Dubai Autonomous Zone (DAZ), a 15-kilometer dedicated driverless corridor covering autonomous taxis, autonomous buses, delivery robots, logistics vehicles, and water taxis. Dubai's goal is for 25% of total daily trips to be autonomous by 2030, creating active and urgent demand for autonomous driving hardware, vehicle-to-everything (V2X) systems, LiDAR, and fleet management software.
Scenario Three: Port and Logistics Electrification
[DP World Continues to Advance Green and Smart Upgrades]
DP World is the operator of Jebel Ali Port, the tenth busiest port in the world. It has deployed a batch of electric internal transfer vehicles (eITVs) in phases, with 146 already in operation as of October 2025, an annual container throughput capacity of 2 million TEUs, and an expected reduction of 14,600 tons of CO2 emissions per year. Port electrification is a strategic priority aligned with the UAE's "Net Zero 2050 Strategic Initiative," representing a real and unfolding opportunity for Chinese companies in port electrification hardware, battery systems, and logistics AI.
Scenario Four: Dubai South
[International Aviation Hub, Cross-Border Logistics and Aviation Services Center]
Dubai South is the largest single urban development project in the emirate, centered on Al Maktoum International Airport, which is expected to become the world's largest airport. Its logistics district is already an active testing ground for autonomous freight vehicles, having completed the UAE's first driverless truck pilot. In July 2026, the Dubai Multi Commodities Centre (DMCC) signed a memorandum of understanding with Hong Kong's Tianqin Capital to build a power and energy equipment manufacturing industrial park in Dubai, specifically attracting Chinese companies across the green technology and advanced manufacturing value chains. About 60% of China's trade with the region is re-exported through UAE ports to more than 400 cities in the Middle East and Africa. Dubai South is not just a local market, but a gateway to the entire MENA region.
Scenario Five: EV Charging Network Expansion
[Open to International Operators]
The Dubai Electricity and Water Authority (DEWA) operates more than 1,500 public charging points across Dubai. In July 2026, DEWA and the Dubai Taxi Corporation jointly inaugurated Dubai's first dedicated ultra-fast EV charging hub, the first phase of a plan to build more than 200 ultra-fast charging stations for electric taxi fleets. DEWA's regulatory and licensing framework for independent charging point operators (CPOs) is open to international participants, giving Chinese charging hardware and software companies a direct commercial entry path.
Scenario Six: Commercial and Logistics Road Transport Strategy
[Policy-Driven New Growth]
In September 2025, RTA introduced the region's first comprehensive regulatory framework for the operation of autonomous heavy vehicles in the logistics sector. Dubai's commercial transport industry saw the number of licensed companies grow by more than 40% in 2025, with over 500,000 registered vehicles and annual revenue exceeding AED 8.4 billion. The strategy's goals include: doubling the industry's direct contribution to AED 16.8 billion, reducing carbon emissions by 30%, and increasing the technology adoption rate of logistics infrastructure by 75%. For Chinese companies in logistics technology, autonomous freight, and fleet electrification, this is a government-led, policy-driven growth market.
04.Deep Engagement: Five Core Activities Building Full-Chain Services
Held on the first day of the Cooperation Week, open only to invited Chinese enterprises. It will feature practical reviews of five localization models, special discussions on two major pain points, and a roundtable dialogue on "system going global," providing an internal exchange platform for Chinese enterprises to share experience and pursue coordinated development.
The flagship event of the Cooperation Week, focusing on different segments including vehicle exports, energy storage and new energy, intelligentization and autonomous driving, and low-altitude economy and AI.
